EV charging infrastructure

EVSE civil scope, self-performed

Basalt works as both general contractor and subcontractor on EV charging projects throughout the region, self-performing the civil scope while coordinating and managing the balance of the work — so projects finish on schedule, without rework.

Why this matters to a prime

Certification value plus completed EVSE contracts

Plenty of firms can claim small business status. Fewer can show multiple completed charging projects for both public and private clients — delivered as the general contractor on some and as the civil subcontractor on others. Basalt can show both.

VOSB and HUBZone status supports participation goals on NEVI, RAISE, and other federally assisted charging work; Washington OMWBE SBE and PWSBE cover state and local tracking. The Ellensburg base at the I-90 / I-82 junction covers the Central Washington corridor segments directly.

Scope

What we self-perform on an EVSE site

One subcontract covers the civil package. Electrical, striping, and asphalt overlay work is either your scope or subcontracted to named firms and disclosed at bid.

  • Demolition of existing concrete, asphalt, and landscaping within the work limits
  • Conduit trench excavation, bedding, and backfill to specified compaction, including roadway and drive-aisle crossings
  • Structure excavation for vaults, pull boxes, transformer pads, and switchgear
  • Concrete equipment pads and foundations — subgrade, forming support, and placement coordination
  • ADA accessible route work — walkway grading, cross slope correction, and curb ramp preparation
  • Bollard and wheel stop installation and equipment protection
  • Asphalt patching and surface restoration matching existing section
  • Site grading and drainage to maintain existing conveyance and slope
  • Traffic control and pedestrian routing during work in active parking areas
  • Erosion control, signage, striping coordination, and final cleanup through owner acceptance

Teaming

What we are looking for

Teaming agreements and standing subcontract relationships with EVSE contractors, electrical primes, and program managers pursuing publicly funded charging infrastructure in Washington State.

01

Civil package on your award

You hold the prime contract and the electrical scope. We take the civil package under your subcontract form, your safety program, and your schedule.

02

Certification participation

SBA VOSB and HUBZone plus Washington SBE and PWSBE applied toward small business participation goals, with certification documentation supplied for your compliance file.

03

Pre-bid support

Site walks, quantity takeoffs, and civil pricing during your pursuit phase, at no cost, so your bid carries real numbers instead of allowances.

We are always looking for new trade partners in this scope. If you build, develop, or manage charging infrastructure in Washington, get in touch. Partnering with Basalt on the civil scope means higher-quality work in less time — one crew that owns the dirt from demolition through restoration, and an owner on the phone when you need an answer.
